Mr Cochrane, 85, cooked his last of many Lions Club fundraising barbecues at Mitre 10 on Saturday. His funeral is at 1.30pm on Monday at the Heretaunga Christian Centre, 51 Lane St. Back door on agenda By COLIN WILLIAMS A formal review of the contro- versial decision to abandon having a planned back door at the revamped city library will take place tomorrow. The long-promised internal review, coming after several months of the library s front door only operation, is a late agenda item for a special council meeting to finalise the council s annual plan for 2011-12. This report has been brought forward earlier than initially anticipated, so any decisions and their potential financial implications can then be con- sidered as part of the deliberations for the 2011-2012 annual plan, the city director of business development services, Tamsin Sommerville says. The late design change to not have a back entrance prompted concerns from library users about access, car parking, safety and other issues. The council has, in recent months, received two submissions with more than 100 signatures from people opposing the change and calling for the reinstatement of the back door and a returns box. However, a council statement on the report, which was originally set to go to a normal policy committee meeting on June 22, appears to indicate any turnaround decision is unlikely. The report highlights that since the redeveloped library has been operational, under its new service model, feedback from the public has been over- whelmingly positive, it says. As people are becoming more familiar with the building and the various activities on offer, the library s monthly statistics are reflecting this, with signifi- cant increases in issues, visitors and active borrowers. A three-prong response to the concerns from library users is suggested as an outcome of tomorrow s discussion. Council officers will carry out work to assess the current parking situation around the library and, in particular for library users. The work will also check the viability and potential costs of a covered walkway from the rear of the library to its frontage and lastly, also price up the provision of a rear entrance and returns facility. Council to confirm rates rise Upper Hutt residents will know exactly how much rates will rise after a special council meeting tomorrow morning. Mayor Wayne Guppy and councillors will meet to formally consider the almost-100 public submissions made on the plan which, when released in draft form in late March, indicated a 3.47 per cent increase in resi- dential rates. Any decisions and late changes made because of these submissions are not expected to be substantial, but new factors are expected to cause the pro- jected percentage rise to change. The city is facing increases in insurance premiums as a result of the Christchurch earthquakes and the extra cost will see the rates increase push higher. The draft plan, the council s planning and spending priorities for the 2011-12 year, detailed key projects including the near $4 million Maidstone Park development, a $640,000 exten- sion of the Hutt River Trail to Poplar Grove and a $1m main- tenance bill for H2OXtream. The proposed 3.47 per cent rise was set to be less than a forecast 4.4 in the council s long- term community plan.
