The current bylaw was adopted in 2004. The current policy and bylaw have been reviewed in the light of experience, assessment of issues faced in its implementation since 2004, and legislative requirements. The main changes clarify exercise areas, increase the extent of off leash exercise areas and amend some of the Bylaw s drafting. The proposed amendments do not contravene the Dog Control Act 1996. The Council now wishes to consult with the community in relation to the proposed amendments to the Upper Hutt City Dog Bylaw 2004 in terms of section 83 of the Local Government Act 2002. Submissions on the proposal will be received by the Council up until 5pm Thursday 28 July 2011 and should be sent to Upper Hutt City Council, Private Bag 907, Upper Hutt 5140 or email@example.com Public Notifcation Of Summary Of Submissions Proposed Plan Change No.31 To The Upper Hutt City Council District Plan (2004) The Upper Hutt City Council gives notice as required by clause 7 of the First Schedule of the Resource Management Act 1991, of the availability of a summary of decisions requested by persons making submissions on Plan Change No. 31 to the Upper Hutt City Council District Plan 2004. 1) Intent of Proposed Plan Change No.31 Proposed Plan Change 31 ("the Plan Change") seeks to fill a gap created by a change in Upper Hutt City s boundaries with South Wairarapa District resulting in unzoned land in Upper Hutt City. This gap of unzoned land has been brought about by improved technology used by Land Information New Zealand to map territorial local authority boundaries. The proposed changes seek to correct a discrepancy between the Planning Maps and the actual territorial local authority boundaries, and also to include a commemorative feature as an entry in the District Plan s Schedule of Heritage Features. The Plan Change seeks to make the following changes to the District Plan: • It will map 5 additional land parcels located near the summit of the Rimutakas on State Highway 2 on the District Plan Planning Maps. • It will include a new heritage feature in the Schedule of Heritage Features contained in Chapter 26 of the District Plan. This is the cairn and plaque located near the summit of the Rimutakas on State Highway 2, within Designation TNZ1 -- State Highway.
