Proposed Plan Change No. 29 - Southern Hills Overlay and Protected Ridgeline Standards Plan Change 29 proposes to introduce a new overlay within the District Plan with associated rules, standards and assessment criteria. The proposed Southern Hills Overlay Area will identify areas of high ecological, landscape and/or visual amenity values within the Southern Hills. The Southern Hills are the hills that run from Pinehaven to Mount Marua and separate the urban area of the city from the Whitemans and Mangaroa Valleys. The changes proposed by the Plan Change would mean that within the proposed Southern Hills Overlay Area: • subdivision, buildings and structures would require resource consent (although permitted accessory buildings remain permitted activities) as either restricted discretionary, discretionary or non complying activities. • earthworks would be permitted subject to meeting permitted activity standards. • indigenous vegetation clearance in high value ecological areas would require resource consent as either a restricted discretionary or discretionary activity. Outside of the Southern Hills Overlay Area, the activity status for activities breaching the ridgeline protection standards would be increased from controlled to restricted discretionary activity status.
