The mayor dismissed any view the council had already decided on the issues, including the potentially controversial proposal to intro- duce pay and display'' parking into the central business district. Not at all. No-one has any set objective,'' he says. We have no preconceived ideas at all. Lots of things here will fall by the way and other things might come through.'' The 22 proposals for the city's 2012-22 long- term plan will not be formally considered by councillors until April next year. But they have been identified and, with brief descriptions, released to the public for an initial response by submission. Mr Guppy says the parking plan was one of several ideas which had emerged out of the town planning investigation carried out by council-appointed consultant Kobus Mentz. For some of these projects much more dis- cussion will need to take place,'' Mr Guppy says. And that won't begin until the middle of the year.'' The council hasn't even discussed these formally. As a group we haven't sat and said this is a good idea' . . . at this early stage we are look- ing at options and what we may or may not do in the short, the mid and the long term,'' he says. EKERS' WEEK Maidstone negativity The Upper Hutt City planning officers recommended the proposed Maidstone Quarter'' be approved, according to a report in the Leader on August 10, 2011. The city planner's recommendation had some reservations but felt that on balance the plan should be approved. The city's hearings committee rejected the pro- posal (Leader September 4, 2011). It seems to be becoming more and more difficult for developers to get approval for developments in our city. An alternative approach to focussing on whether the proposal satisfied the overall intentions of the objectives and policies of the city district plan'' which are open to interpretation could be is this development in the best interests of Upper Hutt?''. Many people have suggested that it was a development that could, maybe should have pro- ceeded. If developers plans are continually declined or they find it too difficult to work in Upper Hutt, where does that leave us as a community?
